HDB Resale Prices Continue to Decline Amid Market Changes
The recent trends in Singapore’s Housing and Development Board (HDB) flats market reveal a notable dip in resale prices. This decrease marks the third consecutive quarter of price declines, raising questions about the current state of demand and the effects of recent policy changes aimed at facilitating transactions.
Current Market Overview
As of October 1, preliminary estimates indicate that HDB resale prices have fallen by 0.2% in the third quarter of 2026. This follows a slight reduction of 0.1% recorded in the first quarter and a more pronounced decrease of 0.3% in the second quarter. Despite these figures, there has been a boost in transaction activity, with reports showing 7,528 transactions during this period—an increase of 5.2% from the previous year.
Impact of Policy Adjustments
The lifting of the previously enforced 15-month wait-out period for private property owners on July 28 was intended to stimulate market activity among buyers looking to downgrade to HDB flats. However, statistics suggest that this policy change has not yet significantly impacted resale prices or buyer behavior.
The Ministry of National Development acknowledged that while market conditions have improved, they will continue to monitor ongoing developments closely. The easing of rules was based on observations that HDB resale prices had moderated considerably.
Trends in Private Housing
In contrast to the HDB sector, private residential property markets experienced an uptick in pricing, with an average increase of 1.4% recorded in the third quarter compared to just 0.5% previously. Nonetheless, transaction volumes declined notably by about 30%, illustrating mixed signals within different segments of the housing market.
Factors Influencing Resale Price Trends
Market analysts attribute the decline in HDB prices partly to an influx of available properties as over 13,000 flats are expected to complete their minimum occupation period within this year alone. Additionally, a robust pipeline for Build-To-Order (BTO) flats and expanded eligibility criteria for first-time buyers may further suppress potential price increases.
